As the new immigration reform bill has not passed yet, we would give some information and thoughts about this topic, we basically found on arcr.net 1. There will be numerous changes before the law is enacted, if it is enacted. It probably will be enacted in some form or another, but not for a while. 2. There are currently two camps in the “asemblea”. One group wants to make “Rentista” and “Pensionado” a flat $2,000 per month. The second group wants to make “Rentista” $2,500 per month and “Pensionado” $1,000 per month. Neither side has position at this point nor is all being discussed. So expect much discussion and change before the law is close to being passed. 3. One change almost certain will be regarding retroactive changes. Lawmakers know it is silly to pass a law that Sala IV will overturn, so that provision will very likely not be part of any final law. Grandfathering is a basic principle of law and is just simply not permitted. If any law is passed that contains that provision, ARCR and others will appeal it to Sala IV. 4. ARCR is lobbying the lawmakers of course, but also any business associations or government agencies that will be affected negatively by passage of this law. This includes tourism groups (both government and private sector), AMCHAM (chamber of Commerce), associations of businesses i.e construction, etc. and numerous others. These are Tico organizations and they can provide pressure on lawmakers. |
