No. Costa Rica is an emerging nation and is also called the Switzerland of Central America, not only because of its mountainous countryside, but also because of the greater wealth concentrated here compared with other Central American countries. Certainly the difference between upper class and lower class grows a little larger every day, but this is similar to the situation in North America. Especially in the San José area, as in other larger cities of the world, there are poor and shabby areas. On the other hand, you will also find large, shiny malls. Especially in the Central Valley you will find a lot of contrasts.
